To be honest I do not understand anything of this. I will have a residence permit for 5 years and need to extend it afterwards. Since I have a permanent job at Sabancı I plan to stay here permanently. The only thing I do not want to give up is my Dutch nationality. So can I go to a Turkisch dealer. buy a new car (with no tax reduction) and register the car. If I understand well I will get a M plate but with this car I can do the same things as ordinary Turkisch citizens can do (selling, going abroad wıthout any conditions) etc

Hans, I believe you've already asked similar question.
The answer is yes. Yes, you can buy a car on regular basis from a dealer. Yes, you will use and do the same things as ordinary Turkish citizens do.
Actually, I'm planning to do so, eventually.
There's a little incremental cost for registration will occur, however, I think it's just a matter of bargain and negotiations. Reputable dealers won't be so petty, I would say.
I hope to close deal tomorrow, and will write afterwards.

So, I have resolved my matter last week. As it was promised by the dealer, they took care of all registration procedures and delivered the car in turn-key, ready-to-use condition, including M-plate (in my case it's MB-series), insurance and some other papers - don't really know what they are for.
My suggestion would be to go to a reputable dealer - they will manage everything for you. You just need to choose & pay, and issue "vekaletname" (letter of attorney) to proceed with registration on your behalf. Also, check whether they need your residence permit, work permit (letter from employer, letter from labor ministry - usually kept in HR dossiers).
