I'm really tired of getting different information from different sources on buying a car in Turkey.
I'm a foreigner with residence/work visas, working for multinational company with office in anatolian side of Istanbul. For past couple of weeks, I have visited several showrooms. In 2 of them (DogusOto, Borusan) I was lucky to find English-speaking salesmen.
Both confirmed that I'm eligible to buy it without OTV and KDV (special consumption tax and VAT). With was about a half of full regular price of car I looked.
I was looking at Audi A4/A3 or BMW 116. The price was in the range of 18-24K EURO (without taxes) depending on specifications. Just up to the limit I can afford.
However, noone up to now can provide a guarantee and full details of the purchase procedure. It sounds quite interesting, as they want to sell, I want to buy, but when we go to details - nobody knows them. As prior to paying money and signing the deal I want to know exactly and put those point into the deal:
1. Is the deposit to Turing required? It's required while importing vehicle, but is it the case when I buy a car in Turkey from authorized dealer?
2. What is the price of registration service, i.e. I want to buy a car turnkey - without facing a hassle of registering it and etc.?
3. What if I need to go out of Turkey for vacation, business trip, etc. - i.e. for short time? I was hinted by expat who owned a car that the car should be placed to a customs compound (Port of Entry) approved by Turing. There's a way to avoid that if obligation (taahutname) is provided by employing company. Still, whole this process needs to be cleared - and I'd like a seller to manage all this as well.

My total budget to cover everything to purchase a car is 24.000 EUR. I prefer a new car. AUDI, BMW, VOLVO (engines up to 2.0L) or second hand (MY not earlier than 2008) with low mileage.

eventually, i bought today Nissan Qashqai 1.6 M/T for 45.5K TL from Yuzbasioglu on Bagdat Cad. good deal i believe. the dealer will carryin on registration and deliver car as turn-key (registered) within 2 days. unfortunately, they ran out of stock for glass roof versions - those are really nice looking from inside.
p.s. buying a car without tax at re-export price is not a feasible option. reguires deposit to be placed, and car to be placed to customs area every time leaving turkey, diffcult to sell while leaving the country at all.

Did you take out a loan to buy your car? If so, did you run into the "guarantor" issue and how did you deal with that?

Yes you can buy without the taxes but selling would be very difficult you would have to sell it to another foreigner just like you the process is painfull. I know this does not help however you should re consider your options.

mlh714, no I didn't take loan from a bank, but my company has financed the purchase with interest-free loan and car purchase allowance.
